Cypress Tanglewood Homeowners Association is governed by 3 primary legal documents:
- The Articles of Incorporation create and define the association.
- The CC&Rs (Covenants, Conditions & Restrictions), restated September 2014, define the rights and limitations of the members in their particular and common real property and in their membership in the association.
- The By-Laws regulate the daily operation of the association.
- Upon violation of any of the rules and regulations that govern the CTHOA by a homeowner, tenant, or guest, the Board of Directors shall (in addition to other remedies available) be empowered to assess against that homeowner, a fine of not less than $50.00 or more than $1,000.00 per violation, beginning with a first time violation.

In addition, the Association has compiled a homeowners handbook that provides information helpful to most homeowners on a day-to-day basis, and the Homeowner & Association Responsibilities document, which provides a handy summary of the obligations of the respective parties.
